Chief Executive Officer
David began his career as a civil servant for the U.S. Air Force. He served in executive leadership roles, including operational and business development, for several rapidly growing service-based companies including InDyne, Serco, Veridian, and Jacobs Engineering (formerly Sverdrup). As Senior Vice President at InDyne, David led the growth of the company from $80M to almost $300M in annual revenues over a three-year period, including the capture of a $750M contract providing technical services to the United States Air Force.
David has been fortunate to develop business relationships with a broad range of government agencies, including the Department of Defense, Department of State, NASA, and the intelligence community. His experience includes not only the growth of existing companies, but the formation of new companies and lines of business. While at Sverdrup, Mr. Scott led the formation of Sverdrup Technology Australia, the leading provider of engineering and analytical services to the Royal Australian Defence Forces.
Jerry has supported the federal government for over 30 years in both contractor and active duty military roles. Jerry’s career began as an officer in the U.S. Air Force. Prior to co-founding Xator, he served as Vice President of Business Development for Serco Group North America; Director of Business Development for General Dynamics Advanced Information Systems; and held a variety of technical, management and business development assignments for Veridian. He also consulted for a variety of large government services contractors.
Chief Operating Officer
Hal Smith has over 30 years of experience in the national security sector, having led systems development and integration, enterprise IT operations, and mission support businesses. Hal also worked as the National Security Agency Associate Deputy Director for Technology Services. His specific domains of experience include technical collection, processing and analysis, strategic and tactical countermeasures, commercial telecoms and defensive and offensive cyber capabilities development.
Hal served on numerous advisory boards including the CIA External Advisory Board, the DNI Special Studies Group, and the University of Maryland National Security Advisory Board. He is also a Life Member of the Council on Foreign relations.
Hal joined Xator’s Board of Directors in 2016 and subsequently transitioned into the role of Chief Operating Officer.
Chief Financial Officer
Matt has more than 35 years of experience supporting the federal government in both contractor and DoD civilian roles. Matt began his career as an auditor with the Defense Contract Audit Agency. He served in executive leadership roles, including Chief Financial Officer, for several organizations including KIRA, Inc.; Apptis, Inc.; ManTech International Corporation, and Manassas Business Services. Matt led or played a significant role in over 13 acquisitions which provided over $650 million in annual revenues.
Chief Strategy Officer
Mark has worked extensively with companies and business areas providing contract services to the U.S. Government. He served as a member of the Olive Group North American SSA Board of Directors, and CEO of National Security Equity Partners. As President of GLOBAL Integrated Security (USA) (“GLOBAL USA”), Mark grew GLOBAL USA’s backlog to $924 million and increased revenues from $16 million to over $180 million in three years, providing protective security, intelligence, and other contract services to clients including the U.S. Department of State, the Department of Defense, and U.S. Agency for International Development. Mark was Director of Government Alliances for Adobe Systems, and a business development executive of the National Security Division of USIS, EAI Corp, General Dynamics, and Veridian.
VP of Business Development
With three decades of Government experience, Jim began his career at the Central Intelligence Agency where he served for 9 years as a Telecommunications Officer. While living overseas, Jim traveled to more than 50 countries in support of Government requirements. Jim began his contractor career at U.S. Central Command where he served as Chief Engineer with responsibility for the Joint Theater Data Network (JTDN) and the Headquarters data center.
Since 2008, Jim has served in leadership roles, including VP of Enterprise Technology (iBASEt) and COO (TSM). In his current role, Jim maintains a business pipeline supporting strategic growth objectives and leads an amazing team of Capture/Proposal Management personnel who consistently exceed performance goals. Jim holds a Bachelor of Business Administration Degree and is a member of AFCEA and AFIO.
SVP and General Manager
Critical Infrastructure Protection Solutions (CIPS)
Over the past two decades, Tom has provided executive leadership in telecommunications for Commonwealth Telephone Enterprises, first responder information technology for TASC/Northrop Grumman, and private security solutions in high threat areas for Global Integrated Security and SOC. He is experienced in managing private and publicly traded companies, as well as multi-faceted programs in excess of $2 billion dollars. Most recently, Tom was Senior Vice President for Caliburn International where he led the Risk Management and Security Business Unit providing leadership for Technical, Professional, Commercial, Government, and Worldwide Protective Services. He brings to Xator a unique perspective, seasoned business acumen, and proven leadership.
As a retired Marine, Tom has a wide range of operational and staff experience accumulated in varied assignments ranging from a Drill Instructor to appointment as a Commanding Officer. Most notable was his assignment to the White House in direct support of the President travelling to diverse locations around the world.
Tom is accountable for Xator’s Critical Infrastructure Protection Solutions, which includes the C4ISR Programs for Overseas Security Installation Services, Integrated Security Solutions, and the newly acquired InCadence Strategic Solutions.
SVP and General Manager
National Security Solutions (NSS)
Will has nearly 3 decades of experience supporting critical nation security initiatives.
His career began on Capitol Hill and in the Whitehouse before serving 14 years with the U.S. Government (USG) in various capacities and assignments in direct support of the USG mission. Prior to joining the Xator Team, Will held executive leadership positions at Spectal, LLC and BAE Systems-Intelligence and Security Inc.; and was President of Vaxcom Services at the time of acquisition. For the past 10 years, Will has been a leader in the intelligence and security business, supporting sensitive USG programs as well as certain commercial and high net worth clientele.
Enterprise Technology and Cybersecurity Solutions (ETCS)
With more than 25 years’ experience in the federal contract market, Amy started her career at Electronic Data Systems Corporation working across the financial and operational groups of the company.
Throughout her career, Amy held a number of progressively responsible positions overseeing financial, business, and program operations. Amy has proven success in managing and leading several high-visibility, mission-critical programs within the Department of Defense, the Security and Exchange Commission, the Federal Trade Commission, the Department of Veterans Affairs, and Health and Human Services. Additionally, she was invaluable in driving the rapid growth and superior operations of a complex cybersecurity program within the HHS that distinguished Xator as a leader in the space.
Prior to joining Xator, Amy served as the Vice President of Merlin International’s Professional Services Group (PSG), overseeing all programmatic and financial operations. Currently, Amy is the Vice President of Xator’s Enterprise Technology and Cybersecurity Solutions (ETCS) Strategic Business Unit. She leads a dynamic team of technical professionals who provide enterprise management, systems development, and cybersecurity services to some of the nation’s most important programs.
SVP and General Manager
Mission and Training Solutions (MTS)
Doug has spent a majority of his career as a Department of State Diplomatic Security Agent, serving that role for 29 years. His last assignment was as Deputy Assistant Secretary for High Threat Programs (HTP) where he was responsible for the complex security programs at the 30 most challenging diplomatic posts in the Middle East, South Central Asia, and Africa. Prior to his HTP assignment, he served as Office Director for the Office of Anti-Terrorism Assistance (ATA) overseeing the delivery of ATA training around the world at both in-country program locations (Indonesia, Philippines, Kenya, Mexico and Afghanistan) and within individual countries around the globe.
Doug was responsible for the creation and development of the Special Program for Embassy Augmentation and Response (SPEAR). He also worked with other bureaus in DOS to expand ATA training where possible and negotiate a new memorandum of agreement between the Counterterrorism Bureau and Diplomatic Security pertaining to ATA’s direction and funding.
Prior to joining Xator, Doug was President of Summit Point Raceway Associates, Inc. dba BSR—which was acquired by Xator in 2018.
