InCadence Awarded 1O-Year Contract for Ares Mobile Biometric System

The Department of State Office of Acquisition Management has awarded InCadence Strategic Solutions, an Xator Company, a 10-year, $46.8 million contract in support of the Office of the Chief Technology Officer (DS/EX/CTO). This award will provide technical advice, application development, installation, modernization, and operational support for the implementation of the Diplomatic Security Identity Assurance System (DSIAS) and the Ares mobile biometric system.

Together, these two subsystems form a robust system that can be deployed to a large environment using network capability. The data is collected and archived to support diplomatic security, high threat posts, counterterrorism and counterintelligence, and domestic field operations worldwide.

The identity assurance program makes it possible to compare biometric identity data, collected by multiple posts in an enterprise architecture, to a repository hosted by the Department of State. Once collected, the data can be matched against previous Department of State encounters of an individual, and the biometrics and watch lists of all other major federal agencies including the Department of Defense, the Department of Justice, and the Department of Homeland Security. Within minutes of the DSIAS installation and connection at a new post, an enrollment form can be submitted and matched against hundreds of millions of biometric records held by federal agencies, returning responses to Diplomatic Security Service Special Agents serving as Regional Security Officers in every U.S. embassy who aid in the vetting process.
